Stir together flour and pepper in shallow dish and set aside.
In a second shallow dish add the eggs and beat them and set aside.
Stir together coconut and panko in a third shallow dish, and set aside.
Dredge one shrimp in flour mixture, then dip the shrimp in egg, and dredge into coconut mixture, making sure the shrimp is fully covered. Place on a plate and repeat for all of the shrimp.
Coat shrimp well with cooking spray.
Place the shrimp in the Air fryer pan, do not overlap, you may have to cook in a few batches and set the fryer to 400F.
Cook about 3 minutes then turn shrimp over and continue cooking until golden, about 3 minutes more.
Season with a sprinkle of salt. Repeat with remaining shrimp.
